I am on Windows 10 and I went to settings and the updates and security option, forza 7 pc stopped downloading. Looked at windows insider and choose the active development of windows option and fast setting. I got an update about 10 mins later for the RS3 windows update.
Took about 30 to install Rebooted and now windows store is downloading forza like normal. Heading to the gym right now and will leave it running but before it would only download 3mb and stop.

Using g wheel, forza 7 pc stopped downloading. I can even up the resolution to x and it still will run at least 60 FPS. My monitor is only a p gsync so idk how the 4k resolution is really performing other than stuff gets a little sharper. Keeping it at and locked to 60 FPS for a smooth ride. I actually see I was seeing the same problems as above, but now this might be working. Hoping it actually works this time, As i was able to get about 50gb pre- windows update before it started failing instantly everytime. Well I ignored all the errors it gave for the DLC, and launched the game anyways and it actually worked! My dlc failed until the game itself download and installed then the DLC did fine.
Hopefully the rest of the bugs can be ironed over quickly. Did you need to actually register in the Windows insider program? Trying this now My last hope It seems I can't download the Hoonigan car pack however the game seems to be downloading with this method OP posted.

HOWEVER, It's not stable, the OS seems to boot slower for me and occasionally asks me what mode it wants to boot in and overall the OS is not desirable to use daily as I constantly must clear the "xbox package codes" via text so I can launch Forza 7 or else it forza 7 pc stopped downloading crashes Sadly now I am re-downloading the F7 via the public release of Windows Store.

IF you do have the DLC you will have to go search for it in the store as individual parts int he store if you have purchased the season pass an extra things as in like Blizzard Hountain or like Hot Wheels this is almost the same rather issue forza 7 pc stopped downloading had with FH3 the store does not clearly have any links to any of the dlc so you have to go back an DL it your self in some cases if thats the issue of saying you have it and cant play it.
